Background and career
Lê Khả Phiêu (Vietnamese pronunciation: [le˧˧ xaː˧˩ fiəw˧˧], 27 December 1931 – 7 August 2020) was a Vietnamese politician and army officer who served as General Secretary of the Communist Party of Vietnam from December 1997 to April 2001. A career political officer in the Vietnam People's Army, he served in the First and Second Indochina Wars and in the Cambodian–Vietnamese War, and became director of the army's General Political Department in 1991.
Phiêu joined the Politburo in 1994 and was chosen in 1997 to complete the term of Đỗ Mười as party leader. His tenure saw a campaign against corruption within the party, a settlement of the land and maritime borders with China, and the 2000 visit of Bill Clinton. He was criticized for weak leadership, a stagnant economy and alleged misuse of military intelligence, and the Central Committee replaced him with Nông Đức Mạnh in April 2001.
